Metro Surrey is a non-partisan civic policy institute based in Surrey, British Columbia. We study the issues shaping Surrey's future and turn them into practical research, public education, campaigns, and policy recommendations.

Metro Surrey was created to formalize ongoing civic advocacy into a permanent institution dedicated to Surrey's long-term future. Surrey is not just a bedroom community: it is an economic engine, a family city, an immigrant city, a youth city, and a growing urban centre of regional and national importance. It deserves policy infrastructure to match.

The organization is led by Executive Director Mohkam Singh Malik, creator of More Than a Suburb, a digital storytelling series about Surrey that has reached more than five million views.

Our approach

  • Non-partisan. We do not endorse political parties or candidates.
  • Evidence-based. We use data, public records, resident experience, and expert insight — and we show our work.
  • Surrey-first. We focus on how decisions affect Surrey residents, neighbourhoods, workers, and businesses.
  • Practical. We are interested in solutions that can actually be implemented.
  • Public-facing. We make policy understandable and relevant to everyday residents.

What we do

Policy briefs, research reports, public campaigns, data dashboards, municipal budget analysis, election guides, candidate interviews, council issue explainers, public events, and youth and student engagement programs.

Our goal is simple: to become the first place residents, media, and policymakers turn when they want to understand what is happening in Surrey — and what should happen next.

Accountability

Metro Surrey is building its formal organizational structure, including a written non-partisanship policy, donor transparency rules, and conflict-of-interest standards. We will publish our governance documents on this site as they are adopted.
